El pasado 16 de octubre se entregó en el Edificio Libertad la carta abierta a Tabaré Vázquez que copiamos abajo. Se ha solicitado además una entrevista con el Presidente para plantearle la imperiosa necesidad de que se limiten los monocultivos forestales a gran escala en el territorio uruguayo. Estimado Dr. Tabaré Vázquez:
En el día de hoy, 16 de octubre, se celebra tanto el Día Internacional de la Alimentación (instaurado en 1979 por las Naciones Unidas), como el Día Mundial de la Soberanía Alimentaria (impulsado por la Vía Campesina a partir de 1996).
La Soberanía Alimentaria se define como el derecho de los pueblos a alimentos nutritivos y culturalmente adecuados, accesibles, producidos de forma sustentable y ecológica, y su derecho a decidir su propio sistema alimentario y productivo. Esto pone a aquellos que producen, distribuyen y consumen alimentos en el corazón de los sistemas y políticas alimentarias, por encima de las exigencias de los mercados y de las empresas. Defiende los intereses de, e incluye a las futuras generaciones.
Por ese motivo, los abajo firmantes, ciudadanas y ciudadanos de diversos rincones de nuestro país, nos dirigimos a usted para hacerle llegar nuestra preocupación por la expansión de los monocultivos forestales a gran escala en nuestro país, que va en sentido contrario a los objetivos generales de la alimentación y la soberanía alimentaria.
Deseamos entonces expresarle que nos preocupan los impactos ya constatados de las plantaciones, que han significado:
* desalojo de nuestra población rural
* escasas oportunidades de empleo, en condiciones de trabajo inadecuadas
* concentración de la tierra en manos de grandes empresas nacionales y extranjeras
* transferencia de cuantiosos recursos económicos de toda la población hacia el sector forestal a través de subsidios directos e indirectos
* agotamiento y contaminación de los recursos hídricos
* degradación de suelos
* contaminación de agua y suelos por el uso masivo de agrotóxicos
* impactos graves sobre la flora, en particular, sobre el ecosistema de praderas
* impactos graves sobre la fauna y aparición de plagas que afectan a otras producciones agropecuarias
* impactos sobre el paisaje típico uruguayo.
Por todo ello nos sumamos a la Iniciativa Nacional por la Suspensión de la Forestación y exigimos:
- La inmediata suspensión de todas las plantaciones forestales de pinos y eucaliptos, salvo aquellas de pequeña escala para abrigo, sombra, leña o insumos de auto-abastecimiento del predio rural.
- Que se evalúen en forma seria y completa los impactos sociales, económicos y ambientales de la forestación con la más amplia participación de sectores de la Sociedad Civil, especialmente los mas perjudicados.
- Que en el plan de ordenamiento territorial del país no se incluyan los monocultivos forestales en función de la experiencia de sus impactos económicos, sociales y ambientales negativos para el país.
- Que se revea la actual legislación forestal con la más amplia participación de sectores de la Sociedad Civil, especialmente los más perjudicados
- Que se aplique el artículo 47 de la Constitución -que restableció la soberanía del país sobre la gestión de los recursos hídricos- en particular al sector forestal
- Que se adopte una legislación que impida la concentración de la tierra en manos de grandes empresas nacionales y extranjeras
- Que se discutan las estrategias de desarrollo local con la más amplia participación de sectores de la Sociedad Civil especialmente los más marginados
- Que se adopten instrumentos legales para garantizar la permanencia y mejora de calidad de vida de las familias del campo.
En definitiva decimos:
- Sí a la diversidad productiva y no a los monocultivos forestales
- Sí a la distribución equitativa de la tierra --tierra para quien quiere trabajarla-- y no a su concentración en manos de grandes empresas nacionales y extranjeras.
- Sí a la defensa y preservación de los recursos naturales y no a la explotación destructiva del rico patrimonio del país y su entrega a intereses empresariales
- Sí al bienestar de todos los orientales en armonía con la naturaleza y con la preservación del planeta.
